Cuba: EU’s foreign policy chief to visit Cuba as ties with West warm
The European Union’s foreign policy chief, Federica Mogherini, is to
visit Cuba this month in the latest sign of warming relations between
the Communist-ruled island and the West.
Mogherini, a former Italian foreign minister, will
visit Havana on March 23 to 24 to discuss developments in the country
and prospects for EU-Cuba cooperation, the EU said in a statement on Saturday.
She will be the most senior EU official to visit Cuba in recent years, and the trip comes as both the 28-nation EU and the United States have made diplomatic overtures to the island.
“Cuba is facing a very interesting period and the European Union is
keen to see how we can take the relationship forward with strong
momentum,” Mogherini said in a statement.

Mohamedou Ould Slahi has been detained in Guantanamo for 13 years
without ever facing trial. From his cell, he wrote "Guantanamo Diary," a
unique account of the conditions in the US detention centre.
The redactions are obvious and glaring. The nearly 2,600 black blocks which litter the text, aimed at concealing identities and forms of treatment, reveal the extent of US censorship. The French version of Slahi’s book, “Guantanamo Diary” – which was released this week in a dozen countries, including the US – appeared on the stands Thursday titled, “Les carnets de Guantanamo”.
The 100,000-odd declassified words give an account of life in the Guantanamo detention centre, a “no-go zone,” according to Amnesty International. While details of the CIA’s treatment of detainees are available on the public record in the US Senate Intelligence Committee report, Slahi’s book is a personal account of his experiences not only at the hands of CIA officials, but also with members of the US military.
A Mauritanian national, his book is also the first prisoner account to be published while the author is still in detention.
It took six years of negotiations for the US government to authorise the publication of his diary. The resulting text is a product of series of compromises: words, names, facts, dates, places, entire passages have been deleted to protect classified information. US-Cuba Relations: Obama hails 'new chapter' in US-Cuba ties
US President Barack Obama has hailed a "new chapter" in US relations
with Cuba, announcing moves to normalise diplomatic and economic ties.
Mr Obama said the plans represented the "most significant changes in US policy towards Cuba in 50 years".
The US is looking to open an embassy in Havana in the coming months, he said. The moves are part of a deal that saw the release of American Alan Gross by Cuba and includes the release of three Cubans jailed in
Florida for spying.
Mr Gross arrived at Andrews Air Force Base near Washington from Cuba on Wednesday. Footage showed him disembarking from a US government plane onto the tarmac where he was met by a crowd.
The US president announced measures that he said would end an "outdated approach that for decades has failed to advance our interests".
The plans set out in a White House statement also includes:
