Middle East Crises - Consequences of the Trump Administration dysfunctional Middle East policy: U.S. military has begun reoccupying Prince Sultan air base in Saudi Arabia - by Courtney Kube

"In June the U.S. military began moving equipment and hundreds of troops back to a military base in Saudi Arabia that the U.S. deserted more than 15 years ago, according to two U.S. officials familiar with the deployment.

Over the coming weeks the deployment to Prince Sultan Air Base, intended to counter the threat from Iran, will grow to include fighter jets and Patriot long-range missile defense systems, the officials said. The Patriots have already arrived at the base and should be operational in mid-July, while the aircraft are expected to arrive in August.

Several hundred U.S. service members are already on site preparing the facility south of Riyadh, which is controlled by the Royal Saudi Air Force, a number that will grown to more than 500 after the arrival of an air squadron.

The US officials said the deployment focuses on defensive capabilities, with Patriot batteries for missile defense and the fighter jets intended to defend U.S. forces on the ground. But they acknowledged the aircraft could be used offensively as well."

Note EU-Digest:  It seems that the wheels are coming off the Trump's Administration dysfunctional Middle East foreign policy, which, unfortunately, is getting very little in-depth scrutiny, by either the Press, or government sources, specially those in Europe. 

The fact is that the US, by unilaterally getting out of the Iran Nuclear Agreement, signed by the United States, the United Kingdom, Russia, France, Germany, and the EU, back in 2015, is the direct cause of the present crisis in the Middle East.

While the US and most of the foreign Press is focused on Trumps twitters and the Mueller report, there has been a major shift in US foreign policy. 

Trump has embraced the law of the jungle, which political scientists and historians define as RealPolitik.

The term “RealPolitik” is widely used today as a synonym for “power politics” and understood as the realist approach to foreign policy, a venerable tradition that stretches from Machiavelli and Bismarck to scholar-diplomats of the postwar era such as George Kennan and Henry Kissinger.

RealPolitik can also be seen as the political approach of self-sufficiency. Decisions on public policy, when approached from a position of RealPolitik, are not afforded time for sympathy or compassion. Rather, RealPolitik is an approach of shrewd pragmatism solely on the basis of political expedience. 

Case in Point: In the Middle East the US Trump Administration has chosen three principal partners: Israel - the only nation in the Middle East with a nuclear arsenal - Saudi-Arabia, the number one oil producer in the world and Egypt , the country with the largest army in the Middle East.These countries have developed a very close relation with the US over the years and importantly to the US, do what they are told to do by the US. 

Realpolitik has played a huge role in this case, as it allowed Israel’s Prime Minister, Netanyahu, to successfully outplay the Iranians in most encounters, as proven by the recent Israeli attacks on Iranian military bases in Syria. Moreover, it allowed Israel to develop close relationships with Arab states that were previously aggressive towards the Israeli cause, a thing that was deemed close to impossible a couple of decades ago.

In Europe, the US Trump Administration considers Russia, not the EU, as the most important power, and developed a "cloaked", but nevertheless close relationship with them.It is no secret, except it seems to the EU Commission, that the US Trump Administration would like nothing better than seeing the EU break apart.

The EU has been engulfed in a state of political instability that seems to have no end in sight. Cohesion between member states is at a historical low, populists are gaining traction at a pace never seen before and a constant state of fear and paranoia has characterized the European population ever since the migration wave has hit the continent four years ago.

At present it seems that pragmatism and self-interest is what characterizes Western Europe the most and a fracture has appeared between the underprivileged East and the heavily industrialized West.

The recent emergence of the populist parties have made this very clear and now the European continent finds itself for the very first time with countries that have elected far-right or Eurosceptic political parties, as seen in the cases of Italy, Austria, Hungary, Italy, Romania and the Czech Republic. Realpolitik dictates that the ideology doesn’t matter anymore, but what happens when the two ideas are applied at the same time?

If Britain does not come to its senses about Brexit and holds a second referendum to stay in the EU,  it is very well possible Britain could become one of the poorest nations in Europe within a period of ten years, specially if Scotland votes to become an independent nation and joins the EU.

In the Far East it is quite obvious that the US Trump Administration considers China not only as the major power in the Region, but certainly a long term dangerous rival.

Both sides have fought a trade war over the past year with damaging consequences for the global economy.

Issues around technology transfer have been key during trade talks between the world's two largest economies in recent months.

"Every country now correctly recognizes that their prosperity, their wealth, their economic security, their military security is going to be linked to keeping a technological edge," says Stephen Olson, research fellow at global trade advisory body Hinrich Foundation.

But many also say their dispute goes well beyond trade - it represents a power-struggle between two very different world views.

Unfortunately, deal or no trade deal, that rivalry is only expected to broaden and become more difficult to resolve.

"We have entered into a new normal in which US-China geopolitical competition has intensified and become more explicit," says Michael Hirson, Asia director at consultancy firm Eurasia Group.

Realpolitik is now at play also between China and the US, at the highest level possible/

The upcoming years are not only going to be very interesting in the eyes of the people that pay close attention to what is happening in the world, but also quite dangerous as the status quo that has kept the world in a state of peace is slowly disintegrating, leaving place to a wasteland of ideologies, interests and individuals at play that will do everything to get into power. 2019 is the year that marks the real return of ReaPpolitik, on a state never seen before.

This isn’t the Cold War whatsoever, this is a completely different world. One based on economic factors, international political bullying and a shock factor never seen before.

EU-Russian Relations: Russia will meddle in European elections, keep prepping for war with NATO says Estonian Secret Service Report

As they have been doing all along, the Russians will continue their political destabilizing activities in Europe also in 2019, with a special focus on May this year, to influence the European Parliament elections, continue intelligence and influence operations against the West, and keep preparing for armed conflict with NATO, according to the latest annual threat assessment by the Estonian Foreign Intelligence Services. 

All this becomes very clear in an exclusive 70-page report, which provides a window into the activity and goals of the Russian intelligence services from next door in Estonia.
Russia will target the European parliamentary elections in May, the report says, with a likely focus on the larger member states — Germany, France and Italy — where it can hope to have the most influence on the composition of the E.U. Parliament, whose members are elected for five-year terms

"Russia is very likely to try to intervene in the European Parliament elections to secure as many seats as possible for pro-Russian or eurosceptical political forces," writes the report's author Mikk Marran, director general of the Estonian Foreign Intelligence Service.

The report says Russian intelligence services will also  continue the extensive cyberespionage campaign against the West that they have pursued for years, with the military intelligence service, called the GRU, and Russia's spy agency, the Federal Security Service (FSB) directing most operations.


Cyber espionage groups APT28 and Sandworm are the most active of the Russian-backed groups, usually exploiting simple online tools and tactics, like phishing campaigns and "most likely to blur the line between clearly state-sponsored attacks and the activities of online activists and profiteering cyber criminals," the report says.

 SNAKE APT, a group tied to the FSB, operates more covertly, according to the report. "Most cyber and information operations originating from Russia are led by the special services, particularly the FSB and GRU," who often enlist cybercriminals to do the work for them.

 According to the report, Russian intelligence and special services use human, cyber and signals intelligence — electronic and radio signals — to gather information, including tapping into civilian communication services inside and outside the country.

 All Russian communications service providers are required to give the FSB access their networks and information," says the report. Russian authorities force service providers operating in Russia to disclose their decryption keys, while the FSB works to decrypt communications from foreign service providers.
The report also tracks Russia's military activities. Last year, says the report, the Russian military expanded its military build-up along the western border, placing seven new maneuver regiments less than 50 km (31 miles) from the border.
Most units are based near Ukraine and Belarus, but one division, the Pskov Air Assault Division, near the Estonian border "became the first division of Russian Airborne Troops to be reinforced with a third regiment."
"Russian armed forces are preparing for a possible war along a wide front," the report says.
Analyzing Russia's most recent exercises, the report finds that "Russian armed forces are consistently practicing for an extensive military conflict with NATO." Leadership in Russia fears the spread of democracy and Russian armed forces leaders believe a military conflict with NATO will be sparked by a "colored revolution" in one of Russia's neighboring countries, in other words Western intelligence services encouraging democratic uprisings.
If crisis breaks out, Russia is most likely to attack the Baltic States first, but a conflict between Russia and NATO would involve attacks on Western Europe, says the report.
Vladimir Putin continues to focus attention on Belarus and moving both the leadership and population closer to Russia and away from any western influences, according to the report. "If anything unexpected should happen to President Alyaksandr Lukashenka personally or to his regime, there will be a great risk of swift military action by Russia to prevent Belarus from becoming a pro-Western democracy," the report finds.
A new trend identified by the report is the Russian state enlisting civilian ships and vessels to carry out activities on behalf of the government. The report identities "provocative behavior" of Russian civilian ships, including entering territorial waters without permission and carrying out research on a nation's submarine communication's networks. Shipowners and crews must at all times be ready to perform national assignments, regardless of geographical location, the report warns.
"The Russian civilian fleet and its activities are a potential security threat," it says. "More attention should be paid to Russian civilian vessels sailing under the Russian flag."

The Netherlands: Russian money laundering machine shifted millions through the Netherlands

On March the 5th. DutchNews reported that a money laundering operation which moved billions of euros out of Russia shifted part of the cash through the Netherlands, the Organized Crime and Corruption Reporting Project said on Monday.

In total, almost €1bn of the money ended up in the Netherlands, some of which was used to buy two luxury yachts, said the research project, which includes Trouw and the Groene Amsterdammer magazine plus Dutch investigative journalism collective Investico.

The OCCRP says Troika Dialog, once Russia’s largest private investment bank, channeled billions of dollars out of Russia from 2004 via a network of 70 offshore companies with accounts in Lithuania. The two Lithuanian banks were closed down in 2011 and 2013.

The scheme was discovered in a collection of 1.3 million banking transactions and other documents obtained by OCCRP and the Lithuanian news site 15min.lt, which stem from the two Lithuanian banks.

Some of the money was channeled into the Netherlands via the Amsterdam Trade Bank (ATB) and Turkey’s C. ATB, part of Russia’s Alfa Bank, is already involved in corruption investigations.

Smaller amounts were moved through ING and ABN Amro, the Groene Amsterdammer said. ‘The million euro payments came from the Troika Bank and had many signs of money laundering,’ the magazine said.

In addition, €43m went to the Rabobank account of luxury yacht builder Heesen, according to Dutch investigative news collective Investico.

 ‘How could all this happen under the watchful eye of the central bank DNB?’ the magazine asked. ‘Banks are banned from carrying out transactions if they don’t know who profits, but, the central bank says, banks often have no idea who is really hiding behind anonymous companies.’

 The central bank declined to answer specific questions about the claims, the Groene Amsterdammer said.

EU -Turkey-Russian Energy Cooperation: "Politics can make strange bedfellows" - Russia’s Gas Strategy Gets Help From Turkey - by Marc Pierini

It was November 19 in Istanbul. There, Russian President Vladimir Putin and Turkish President Recep Tayyip ErdoÄŸan held a ceremony marking the completion of the first underwater segment of the Turkish Stream gas pipeline, linking Russia to Turkey’s European shores. The project is a vivid illustration of Moscow’s strategy to strengthen its position in supplying gas to Europe while reducing its reliance on the Ukrainian transit corridor.

For Ankara, the project is a symbol of Turkey’s independent decisionmaking and of the country’s significance in the wider region. Seen from Ankara, Turkish Stream serves a political purpose. It celebrates the blossoming friendship between Turkey and Russia and confirms Ankara’s ambition to be part of the solution to major international issues—in this case, securing the gas needs for a large part of the EU. 

However, Turkish Stream will also increase Ankara’s dependence on Moscow for its energy needs.

The project’s second meaning is that Turkey is contributing to an essential element of Russia’s multi-pronged, long-term strategy of remaining Europe’s major gas supplier, while creating a “third gas corridor” in addition to the Ukrainian and Baltic Sea supply routes. This strategy is unfolding on several fronts: in Ukraine; in the Baltic Sea; and through future extensions of Turkish Stream to southern and central Europe (toward Bulgaria, Serbia, Hungary, Slovakia, and to Greece and Italy.)  

This Russian strategy has raised continuous opposition from the United States.

It is also worth noting that Turkish Stream is not part of the EU’s Energy Union plans since it does not contribute to diversification of supplies. In fact, it will rather reinforce Russia’s market  predominance in both Turkey and the EU.

In Ukraine, the multi-pipeline network channeling Russian gas to Western Europe will remain a vital link. But reducing its use could inflict massive losses in terms of transit costs for authorities in Kiev, which is part of Russia’s strategy in Ukraine.

Much will depend on negotiations for the extension of the Russia-Ukraine commercial agreement, which will end in 2019. To help alleviate Kiev’s concerns, Germany has made the continuation of transit via Ukraine an ingredient of a final agreement on Nord Stream 2, the latter being the subject of controversies within the EU.

The Russian strategy is in no way limited to selling Russian gas on the European continent. It extends much further afield in the wider Eastern Mediterranean region.

Egypt is a case in point.

Following the massive discoveries in the so-called Zohr field to the north and east of the Nile River delta, Russia bought a 30 percent stake from the Italian energy group ENI in 2016 with the consent of the Italian government, which Moscow has had a long and close relationship with. The official reason for the sale was the need for ENI to spread the risk of its Egyptian operation.

Similarly, offshore gas discoveries in Lebanese waters have attracted Russian interest— although drilling off Lebanon is largely dominated by France’s TOTAL and Italy’s ENI, who have a 40 percent share each. Russia’s NOVATEK has bought a 20 percent stake.

Russia has also made moves to control both the oil and gas sector in Syria, despite the ongoing war. The actual effect of these recent maneuvers will very much depend on the final political arrangement expected to end the almost eight-year-old civil war. Many of Syria’s oil and gas fields are located north and east of the Euphrates River, currently outside the control of regime forces. In addition, for reasons linked to the ongoing naval military activities, no offshore exploration has yet taken place in Syrian waters.

In Iraq, Russia is involved in pipeline deals in the Kurdistan region through a number of oil and gas companies, although the actual exports would have to take place through Turkish territory or possibly even through Syria in the distant future.

Such an ambitious Russia strategy is justified by Europe’s gas market fundamentals.

A stronger demand for gas in Europe is good for Russia. According to Oxford Energy, gas demand in Europe (Turkey and non-EU Eastern Europe included, except Serbia) has started rising again for three consecutive years—in 2015, 2016, and 2017—to reach a level of 548 billion cubic meters (bcm), due to continued economic recovery, the impacts of climate change, and the increased use of gas by the power sector. The trend seems to be continuing in 2018.

According to the Finnish Institute for International Affairs, Russia took advantage of several factors: economic recovery and decreasing gas production in the EU, lower Russian selling prices, and the current limited availability of non-Russian liquefied natural gas (LNG) on the European market.

In addition, preexisting disputes between the EU and Russia (including an antitrust investigation against Gazprom, and a Russian complaint at the WTO) have been resolved, signaling that commercial interests on both sides have prevailed, despite a less-than-optimal political climate.

In such an environment, Russia is in a strong position to keep dominating gas supplies to the EU,
which amounted to 40 percent of extra-EU imports in 2016—although new developments could upset the current situation, such as a rapid development of LNG exports to Europe from other sources.

LNG imports amounted to only 14 percent of total extra-EU gas imports in 2017, with the main supplies coming from Qatar (41 percent), Nigeria (19 percent), and Algeria (17 percent).

In this wider context, and seen from Brussels, Turkish Stream—with a final projected capacity to deliver 31.5 bcm/y, of which 15.75 bcm/y would go to Europe —is a relatively small component of the wider gas supply chain to the EU. In fact, it would represent just over 6 percent of the EU’s imports at 2017 levels.

Yet, seen from Moscow, the pipeline is potentially a significant addition to Russia’s capabilities to export gas to Europe (Turkey included). Assuming that Turkish Stream’s second phase will be completed and operational, it would represent between 16 and 19 percent of Russian sales to the EU and Turkey (at 2017 levels and all other factors remaining unchanged).

In that sense, the ceremony on November 19 in Istanbul was more than just another photo opportunity. It was a symbol of the success of Russia’s objectives in the wider Western European area, with Turkey’s help. 

Together with Russia’s S-400 missile deal with Turkey, it was a symbol of how efficiently Moscow has been using Ankara’s relative diplomatic isolation to its advantage. For Ankara, this was another way of telling the world: Turkey matters.

France: French Protests fueled by populists and Russian backed internet bloggers as extremists put centrism to the torch - by Max Boot

Weekend after weekend, French President Emmanuel Macron is dealing with sometimes violent protests from a populist movement known as the gilets jaunes (yellow vests). The protesters were galvanized by a plan to raise gasoline taxes, but they are still out in the streets even though the gas tax increase has been suspended. Now they’re demanding, among other things, default on the public debt, exit from the European Union and NATO, and less immigration. I’m dealing with a piece of the online fallout — and in the process learning a dispiriting lesson about how hard it is for a political leader to pursue a moderate path in an age of extremes.

On Dec. 3, amid pictures of burning cars and tear gas in Paris, I woke up to find incessant Twitter criticism of an article I’d written. This was hardly shocking; I’m attacked online all the time. What surprised me was that I was being attacked for a Commentary article published 18 months earlier, shortly after Macron’s election. I posted it on Twitter on June 15, 2017, with the headline: “To defeat populism, America needs its own Macron — a charismatic leader who can make centrism cool.”

This tweet has now earned me a torrent of online abuse. Sean Davis, the co-founder of a pro-Trump website, tweeted: “This 2017 column is a riot.” The right-wing actor James Woods retweeted the article with the gloating tag line: “Twitter is beautiful.” Left-wing journalist Glenn Greenwald apparently thought my article was so ridiculous he retweeted it without any comment at all. Breitbart’s former London editor wrote: “This aged well, didn’t it, @maxboot?”

I asked the information warfare expert Molly McKew what was going on. She replied: “Major Russian info campaign on the Yellow Jackets/Vests protests, so you just kicked the wrong hornets. Over the weekend all the ‘Syria’ accounts were tweeting about how French had snipers on the rooftops to shoot the demonstrators.” The Hamilton 68 website, which tracks Russian disinformation online, confirmed that two of the top Russian hashtags were “giletsjaune” and “France.” Among the Russians cheerleading the protests online is the notorious fascist and pro-Putin ideologue Alexander Dugin. Meanwhile, Russian state media outlets such as RT were hyping chaos in Paris as if it were a “color” revolution.

BuzzFeed reports that the “yellow vests” emerged out of “Anger Groups” that popped up on Facebook to channel the grievances of “fed up” rural, working-class French people — the Gallic version of President Trump’s deplorables or the tea party. Just as in the United States, their online propaganda included a great deal of misinformation. Activists circulated a picture of cars stranded on a highway, claiming it showed German motorists who had abandoned their cars to protest fuel taxes. In fact, the picture was likely of a traffic jam in China. Another popular meme claimed that a 2016 government decree had invalidated the French constitution and that everything that has happened since, including the gas tax, is illegitimate.

There is no evidence that I have seen that Russia social media ignited the protests, but they certainly added fuel to the fire.

But Macron’s desire to curb global warming (the goal of the higher gas tax), his support for the European Union and NATO, his unabashed elitism (he once worked for the Rothschild investment bank, a bogeyman for anti-Semites), and his clashes with Trump have made him a target of the far right, too. Trump himself applauded the protests, falsely claiming they are chanting, “We want Trump.” The right would like to see Marine Le Pen take over; the left, Jean-Luc Mélenchon. The Kremlin would prefer either one to a centrist who will stymie its designs to divide Europe.

Ukraine Russia Conflict: Trump refuses to condemn Russian aggression - by Nicole Gaouette

As world leaders denounced Russia's aggression against Ukraine, President Donald Trump waited more than a day before offering a muted response about the clash, leaving the task of criticizing Moscow to the outgoing US ambassador to the UN.

When asked how he felt about the clash, Trump said, "not good. Not happy about it at all." He seemed reluctant to blame Russia, adding, "we do not like what's happening either way. And hopefully it will get straightened out.

Trump spoke to reporters just days before he is expected to meet with President Vladimir Putin at a G20 meeting in Argentina.

In the 24 hours after Russian ships opened fire on and seized three Ukrainian vessels near Crimea, German Chancellor Angela Merkel, a spokesman for British Prime Minister Theresa May, the foreign ministers of Germany, the UK and Canada,

European members of the Security Council, including France, Sweden, Poland, the Netherlands and the UK, as well as several US lawmakers expressed grave concern and called for a de-escalation.

During that time, the President and Secretary of State Mike Pompeo remained silent on the serious escalation in tensions between the two countries. After Trump spoke to reporters, a day and a half after the confrontation, Pompeo released a statement expressing "deep concern," condemning Russia and calling for restraint from "both parties.

But it fell to Ambassador Nikki Haley to reprise her role as the administration's leading and toughest voice on Russia, leaving analysts concerned that the White House silence and then Trump's low-key response would be read as encouragement, if not acquiescence.

Trump wants to throw the EU under the bus of Buddy Putin
The Trump administration’s expressions of frustration with Russia over its latest conflict with Ukraine did little to mask a conviction that the flare-up in Crimea is largely Europe’s problem to solve.

After almost a day of silence from the White House and State Department, Ambassador Nikki Haley went to the United Nations Security Council on Monday to condemn Russian forces for firing on Ukrainian ships near Crimea. But she also made clear that the U.S. would refrain from further action and would instead play a supporting role to European efforts to ease tensions.

Though Ukraine warned of a potential new Russian invasion and imposed martial law in some areas of the country for 30 days, Haley’s muted response reflected President Donald Trump’s inclination to distance himself from a conflict that he’s long blamed on predecessor Barack Obama. Trump says Obama failed to stop Russia from annexing Ukraine’s Crimea region in 2015.

Obama “allowed a very large part of Ukraine to be taken,” Trump said at a news conference this month. As a presidential candidate, Trump tweeted in 2016: “Russia took Crimea during the so-called Obama years. Who wouldn’t know this and why does Obama get a free pass?”

That the U.S. was so slow to condemn the incident suggested that the administration was wrestling with how to best to navigate the president’s ambivalence.

Note EU-Digest: This once again shows very clearly that the EU must stop pussyfooting with the US, specially now it is very clear that Donald Trump wants to throw the EU under the Russian bus of his buddy Vladimir Putin. 

Priority number one for the EU is to set a unified and independent course, when it concerns, international relations, trade and military preparedness. 

 European Council President Donald Tusk on Monday condemned Russia's seizure of Ukrainian navy vessels in the Kerch Strait.

"I condemn Russian use of force in the Azov Sea. Russian authorities must return Ukrainian sailors, vessels and refrain from further provocations," Tusk said after a phone call with Ukrainian President Petro Poroshenko.

In Washington, there is not much mystery about Mohammed bin-Salman’s (=MBS) behavior. He is an ego-maniac, somewhat unhinged. He is drunk with power and accustomed to torture and kill at whim.

His campaign of annihilation against the Houthis of Yemen indicates the depths of his depravity and the scope of his ambition.

So, too, did his imprisoning of 400 wealthy Saudis in the Riyadh Ritz Carlton where they were physically abused until they coughed up their riches for his personal use (e.g., spending $500 million for a mislabeled “Leonardo” painting). MBS thus presents a good imitation of Caligula and Nero.

So, too, did his kidnapping and physical abuse of the Prime Minister of Lebanon (Saad Hariri) – who owed MBS money and, therefore, political fealty.

In these ruthless ventures, he has been encouraged by the American government. The Saudi bombing of Yemen to smithereens, literally, could not happen physically without the active participation of the Pentagon.

The U.S. military flies the refueling planes without which MBS’s air force could not reach their targets in Yemen on two-way missions. It also provides the detailed electronic Intelligence critical to the mission.

Never mind that U.S. military personnel sit in the very command rooms from which the operations are conducted. In addition, Washington provides unqualified diplomatic cover and justification.

This is not only the Trump Administrations doing, but this Yemen “policy” was inaugurated by Barack Obama and was then continued by Trump. In legal terms, we — the United States — are an accessory before, during and after the fact of MBS’ crimes in Yemen.

The United States’s main responsibility lies in helping instill MBS’s deep sense of impunity. In addition, we encouraged the Saudi alliance with Israel. This gave MBS further confidence that active lobbying in Washington and the media would insulate him from any retribution.

Hence, feeling that he protected all his relevant flanks properly, he is now furious that some people in the West (not including the White House) are making such a fuss over the pedestrian act of whacking an annoying critic.

Furthermore, from the Saudi crown prince’s perspective, the United States has set the relevant precedent for the assassination of political enemies. Witness the US program of drone killings in Afghanistan, Pakistan, Iraq, Syria, Yemen, Somalia, Libya, Mali, Chad and a number of other countries.

It is hard to deny that, via its drone strike “policy,” the U.S. government has gone a long way toward establishing the de facto legitimacy of extra-judicial murder as a standard combat tactic.

In the United States, this approach is accepted as such. Since targeted assassination involves no U.S. casualties, it makes the prosecution of war more palatable to the U.S. public. That is why is now an integral part of the playbook.

The chain of “command” is as follows: The Israelis inaugurated it. We Americans refined it and extended it. MBS now emulates us. Count on others to follow it.

Of course, the level of inhibition varies from leader and by target. America’s singular influence in setting global “fashions” means that the inhibition will weaken most everywhere and the range of individuals targeted will widen.

The tactic of knocking-off the enemy’s chief has deep historical roots. In the age of kings and emperors, it was tempting to think of decapitating the opposition.

The public reaction in the United States to Khashoggi’s grisly murder reveals some singular features of the prevailing attitude toward morality in foreign policy:

Despite Trump’s rhetorical pullback, the United States has committed to a strategy of global dominance – by means violent as well as peaceable. 

Americans remain wedded to the belief that they are a moral people following the course of righteousness in the world. “When conquer we must, for our cause it is just; let this be our motto: In God is our trust.” 

This unthinking mental universe has permitted the US so far to perpetuate many myths about their  place in the world. But eventually, they must look at the dark truth: The America that so many people around the globe looked to for guidance in seeking enlightened political truth has become the model and inspiration for those who seek to evade it.

EU-France: Macron Wants to Create a European Army—But First He's Reviving French Military Might - by David Brennan

French President Emmanuel Macron has long wished for greater European military cooperation. This week, he continued the drive, suggesting the bloc can no longer rely on American military support to protect members against outside threats.

In a speech to relaunch his political agenda Monday, the president explained, “It is up to us to guarantee European security” and said he would “launch an exhaustive review” of security relations with “all Europe's partners, which includes Russia.”

After decades of underinvestment, Macron is spearheading a push to revamp France’s military, returning it to its historical position as one of the most well-funded and potent forces in the world.

With Europe facing an emboldened Russia and the Western allies battling Islamist threats across Africa and the Middle East, France needs its bite back.

President Donald Trump’s residency in the White House has presented a challenge for European nations. For decades, NATO stood united and firm against the threat of the Soviet Union and later the new Russia.

In recent years, Russian foreign policy has become more bellicose, and relations have deteriorated as Moscow's military tendrils reached into countries such as Georgia, Ukraine and Syria, to name but a few.

But Trump’s disdain for nearly every multinational alliance or agreement apparently includes NATO. The president incorrectly believes that European nations are not paying their fair share toward the shared military budget, and reportedly threatened to pull the U.S. out of the bloc unless its allies took on a greater part of the burden.

Global Politics: Europe must break the shackles and show off its power - by Professor Zaki Laidi

EU: Only in unity can progress be achieved
Zaki Laidi professor of international relations at L’Institut d’Etudes Politiques de Paris (Sciences Po), who also was an adviser to former French prime minister Manuel Valls. recently wrote in an opinion piece, which is not only worth reading, but also implementing as part of the EU's  Parliament and Commissions long range strategy.

 "US President Donald Trump and European Commission President Jean-Claude Juncker may have averted a trade war last month, but the challenges confronting the EU are far from resolved. In today’s increasingly Hobbesian global environment, the EU can survive only by increasing its capacity to project power — no easy feat for an entity that was formed precisely as a repudiation of power politics.

With the 1957 Treaty of Rome, Europe shed what remained of its militaristic impulses and focused on building a sprawling and peaceful single market. From then on, Europe’s only means of projecting power would be its trade policy. Yet that policy has never been guided by strategic thinking, leaving the EU with only limited global influence, despite its tremendous success in world markets. The time has come for Europe to reestablish itself as a true global player, not by attempting to emulate a classic superpower, but rather by consolidating and deploying different types of power.

Europe already has considerable normative power — that is, the capacity to create global standards through the so-called Brussels effect, which can be seen in its efforts to rein in technology companies.

The recently enacted General Data Protection Regulation, for example, set guidelines for the collection and processing of personal information of individuals within the EU. Now, digital platforms, including powerful American companies, are scrambling to adjust. The “big four” US tech firms — Alphabet (Google’s parent company), Apple, Facebook, and Amazon — are also facing pressure from the EU stemming from their dominant market position.

Yet the EU has often failed to recognize its normative power, let alone take full advantage of it. This both reflects and reinforces weakness in three areas: Self-esteem, risk awareness, and the capacity for action.

Self-esteem includes the belief that the EU is a worthy undertaking, the confidence to express that publicly, and recognition of the EU’s true potential for power projection. Such a dispensation is severely lacking in many parts of the EU, beginning with Germany, which, despite having regained confidence in its own future, jealously guards its resources.

As Trump berates Germany for accumulating surpluses without contributing sufficiently to transatlantic defense, the country should be all the more motivated to use its capabilities to strengthen Europe. But, while the discourse in Germany on resource-sharing has begun to shift, concrete changes will take time.

Europe’s unwillingness to nurture and deploy its clout contrasts sharply with America’s assertive use of its market power to advance its interests and preferences. For example, since Trump announced his decision to withdraw from the 2015 Joint Comprehensive Plan of Action — better known as the Iran nuclear deal — and reinstate sanctions on Iran, many European companies, fearing loss of access to the US market, have decided to withdraw from the country.

To convince European companies to remain in Iran, the European Commission updated the 1996 Blocking Statute, which forbids actors under EU jurisdiction from complying with extraterritorial sanctions, allows companies to recover damages from such sanctions, and nullifies the effect in the EU of any foreign court’s judgment based on them. But the update has proved ineffective, as exemplified by the situation faced by SWIFT, the secure messaging system used for global cross-border financial transactions.

As Iran learned in 2012, losing access to the SWIFT network essentially means losing access to the international financial system. Yet that is exactly what the US is pushing for: If SWIFT fails to cut off Iran by early November, it will face countermeasures. SWIFT’s compliance with that demand, however, would all but destroy any remaining incentive for Iran to remain in the JCPOA. This would amount to a major political failure for Europe, because SWIFT is under EU jurisdiction.

Europe has also shown a self-defeating lack of confidence in the euro. Although the euro is the world’s second most important currency, it lags behind the dollar on almost all metrics, increasing the EU’s vulnerability to US trade sanctions.

The second weakness the EU needs to address is risk awareness. For example, China needs access to Europe’s industrial technology to realize its economic ambitions, and it needs access to European ports to complete its Belt and Road Initiative. Yet Europe is allowing itself to be effectively plundered, not least by China’s takeover of ports and airport facilities. The EU-China relationship must be made more reciprocal, with the EU — and, in particular, the Southern and Eastern European countries that have welcomed Chinese investment with open arms — recognizing the security risks posed by Beijing’s activities.

For that to happen, however, Europe will need a more united approach to Russia, which, despite posing less of a threat to the EU than China does, is keen to highlight — and exacerbate — internal division. How can one blame Greece for selling ports to the Chinese while Germany pursues the Nord Stream 2 pipeline project, which will increase Europe’s energy dependency on Russia?

All of this is complicated by escalating tensions between Europe and the US, which, among other things, is spoiling cooperation to contain China. This is where the capacity for action comes in. Rather than waiting for someone else to push back against the Trump administration’s demolition of multilateral structures, Europe must take the initiative, imagining a system without the US.

This means not only ensuring that the international trade regime can survive without the US, but also developing a military capability that can increase the EU’s geopolitical credibility and shift the global balance of power. Here, French President Emmanuel Macron’s initiative to create a European military force beyond NATO is essential. Its success will hinge on a united, cooperative approach that potentially even includes the UK. The challenge is obvious. But the payoff — for the EU and the world — would be well worth the effort ". 

Note EU-Digest: Hopefully European political leaders at all levels of the European political spectrum will take note of this report by Professor Zaki Laidi. Europe must show far more courage to quickly undo itself from the US directed policy shackles and choose it's own independent course. If not, it will be devoured country by country in today’s increasingly Hobbesian global environment.

Global Politics: U.S. Risks Losing World Power to China and Russia by Splitting with Allies on Iran, Experts Say - by Tom O'Connor

The U.S. could risk forfeiting its central role on the international stage both politically and economically by splitting with its allies and other major powers that oppose upcoming sanctions against Iran, according to two former State Department officials who helped craft the 2015 nuclear deal.

In line with President Donald Trump's withdrawal from a 2015 nuclear agreement in May, the U.S. was set to impose Monday the first batch of sanctions that would affect Iran, as well as European and other international companies. The decision would be only the latest of a series of schisms between the Trump administration and the EU, which has continued to endorse the Iran deal.

When asked by Newsweek if top U.S. rivals China and Russia could stand to benefit from the split, former State Department Deputy Lead Coordinator and Coordinator for Iran Nuclear Implementation Jarrett Blanc said "yes."

"This is not strategic behavior, we're all over the map, we don't have a list of priorities, we're not relating issue A to issue B and so then of course that puts in a stronger position anyone who can set their priorities and tie these issues together,"  Blanc said Wednesday during a conference call hosted by progressive think tank Diplomacy Works, based in Washington, D.C.

EU, US relations sinking further after divisive Trump tour - by Raf Casert

After a week of the worst barrage of insults yet from U.S. President Donald Trump, the European Union is looking westward toward the White House less and less.

Making it worse, Trump spent Monday cozying up to EU adversary Vladimir Putin in an extraordinary chummy summit with the Russian leader in Helsinki.

Never mind. In an age when Trump has made political optics all-important, on Tuesday the EU struck back. Key EU leaders were in the far east in Japan and China looking for the trust, friendship and cooperation they could no longer get from a century-old ally.

Trump's embrace of Putin and the EU's Asian outreach highlight the yawning rift, widening more by the day, in a trans-Atlantic unity that has been the bedrock of international politics for the better part of a century, as countless graves of U.S. soldiers buried in European soil bear witness to.

Trump's abrasiveness and "America First" insistence had been a given even before he became president. Europe's increasing resignation to letting go of the cherished link to the White House is much more recent.

After last week's brutal NATO summit where Trump derided Europeans as freeloaders, EU chief Donald Tusk spoke on Tuesday of "the increasing darkness of international politics."

"This Helsinki summit is above all another wake-up call for Europe," said Manfred Weber, the German leader of the EPP center-right group in the European Parliament, the legislature's biggest.

"We Europeans must take our fate in our own hands."

It was a startling sentiment coming from someone who hails from the same German Christian Democrat stock as Angela Merkel, Helmut Kohl and Konrad Adenauer, staunch supporters of the trans-Atlantic link over the past three-quarters century.

There have been other signs of the growing European detachment from the White House, especially after Trump pulled out of the global climate agreement and the Iran nuclear deal the EU brokered.

"With friends like that, who needs enemies?" Tusk asked two months ago.

Soon, Trump had also piled on economic punishment with punitive tariffs on European steel and aluminum.

Then came the NATO summit. Already viewed with apprehension, reality turned out to be worse.

First, Trump called Germany, the powerhouse of the European Union, "captive" to Russia. Then he suggested that Britain should "sue" the EU over Brexit terms. Finally, he finished off by calling the 28-nation bloc a trade "foe."

"For Trump, the categories of friend, ally, partner, opponent, enemy don't exist. For him there is only his own ego," said the head of the German parliament's foreign affairs committee, Norbert Roettgen.

So little wonder the EU has turned for friends elsewhere — and found one Tuesday in Japan, where the bloc said it put in place "the largest bilateral trade deal ever."

Up to two years ago, that was supposed to be the Trans-Atlantic Trade and Investment Partnership, or TTIP, trade deal between the EU and the United States. But Trump quickly let it be known that such an international agreement would not happen on his watch.

"This is an act of enormous strategic importance for the rules-based international order, at a time when some are questioning this order," Tusk said at a joint news conference in Tokyo with Japanese Prime Minister Shinzo Abe.

"We are sending a clear message that we stand together against protectionism."

Despite it all, until last week there had remained hope that on the most critical of geopolitical security issues, Trump would remain true to American ideals. Instead, he unleashed unprecedented criticism at the NATO summit.
 
Fully extracting itself from the United States, though, is a daunting challenge for Europe.

Militarily, with the exceptions of France and Britain, the European allies have lived under the nuclear umbrella of the United States since World War II. Defense cooperation outside of U.S-dominated NATO is only now taking off and the blocked Brexit negotiations make such a prospect fraught with uncertainty.

That military dimension, and the bond between Europe and the United States, have a special resonance in nations like Poland and the Baltic states, which had long been under the thumb of Moscow before the collapse of the Soviet Union.

Hence, Monday's Helsinki summit was seen with apprehension that Trump might make dramatic concessions to Putin and leave parts of Europe with too little protection. In Poland, the 1945 Yalta Conference is seen as a symbol of political treason because, without Poland's participation and against Poland's will, it put the country under Soviet control for decades, until 1989.
